Many governments collapse or merge after the end of world War 3. China has established a weak control over Asia, Africa and parts of south Eastern Europe.
Objective measurement:
Citizens living in above mentioned areas either pay taxes to Chinese government, or to governments openly allied with China. Also; a large war which historians refer to as WWIII
