By determining what stars can be seen from what cities at night. The shift will be of more than 30 minutes of arc.

Thus, in July of the year 2000 - the Earth's tilt re-adjusts from it's current to a greater value. The effect will be - the Earth's crust will crack at specific locations, the Earth's crust will shift over the magma (Earth's center) - like a skin of an orange shifting on it's core. Providing "POLE SHIFT".
