Of cource Clinton will not be elected for a third term. It is not a prediction, it is absolutely certain since it against Federal Law for any President to run for a third term. Before the law took affect, only one President served three terms. That was Franklin Delano Roosevelt, the 32nd President. Also, If you look at proability, 97.619048 of all Presidents since George Washington have served two terms or less, making it virtually certain that no President would serve three terms even if there was no law preventing it.
