Prediction:
cashless transaction is the mainstay in daily commerce. limited cash transaction will still exist but heavily penalised. If ATMS still exist by now - the PIN would be obsolete - replaced by some other forms of identification e.g. Iris or finger print scan.
Objective measurement:
- 99.9% of all commercial outlets provide EFTPOS
- More than 50% of ATMs have capability to read fingerprint or retina

Why:
Pretty obvious move when the country is in massive debt. Outlawing cash transactions means the black market economies will disappear overnight - every man and his dog will NOW pay tax! This has the potential to increase Peter Costello's treasury by 10 folds at least.
