Congress passes another tax in order to save money for other programs.

Why:
Talking with others about the US deficit and problems with money concerning secret programs such as those in the FBI and CIA.
Further comments:
I've had uneasy feeling about our government and those that we put into it since the shooting of JFK. (I was only ten years old when that happened)
