US legislation will be passed requiring large software firms to continue to provide real support to their home/personal user customers.
Objective measurement:
Legislation passed in the US congress.

Why:
As the personal computer becomes a general consumer item consumers will be shocked to realise that their $2000 purchase two years ago is now worth nothing and what is more in order to use the latest software they will have to spend at least another $2000 to stay on the "Information Super Highway"!
